The bill proposes granting in-state tuition rates to residents of Guam, the Commonwealth of the Northern Mariana Islands, American Samoa, and the United States Virgin Islands at public institutions of higher education. It aims to ensure that these residents are not charged higher tuition or fees than those charged to residents of the state in which the institution is located. If passed, this bill will impact the access to affordable higher education for residents of the mentioned territories.
